Exceptional measures for temporary quota transfers
The flexibility measure relating to temporary quota transfer in place in 2024 will be maintained in 2025. Thus, temporary transfers of ITQs from the Esquiman Area between Group A participants from Quebec, as well as temporary transfers of ITQs from the four Areas between Group B participants in the same province, will be authorized up to100%.
Under these circumstances, the Department is suspending, until December 31, 2025, the application of the minimum ITQ stipulated in section 7.6 of the Regional guidelines for the management of individual transferable quota programs for Group A participants in Quebec, as well as the application of the maximums stipulated in sections 4.5.1.; 4.5.2.; 4.5.3. and 4.5.7. of the Administrative Guidelines of the Individual Transferable Quota (ITQ) Program for the Group B Gulf Shrimp Fleet. It should be noted that the 37% maximum applicable to interprovincial transfers within the Group B fleet remains applicable (article 4.5.6. of the Administrative Guidelines of the Individual Transferable Quota (ITQ) Program for the Group B Gulf Shrimp Fleet).
The Department is also maintaining the exceptional measure authorizing associations holding EGSL shrimp allocations to transfer them on a temporary basis to fish harvesters from Quebec’s Group A or to fish harvesters from Group B.
