Regional Guidelines for Individual Transferable Quota (ITQ) Programs

Department of Fisheries and Oceans (DFO), Quebec region, informs licence holders that the Regional Guideline for individual transferable quota (ITQ) programs (Regional Guideline) including appendix and registry have been published and are now available at the following link : REGIONAL GUIDELINES FOR THE MANAGEMENT OF INDIVIDUAL TRANSFERABLE QUOTA PROGRAMS.
On January 24, 2020, the first version of the Regional Guideline was published on the DFO website. These guidelines formalize in a document the work of the DFO/Industry working group established in 2016 and the interim measures in effect since March 2018 concerning individual transferable quota (ITQ) programs in the Quebec Region. The Regional Guideline also harmonized the mechanisms that govern individual transferable quota (ITQ) programs in the Quebec Region. DFO is updating the Regional Guideline on its website in order to maintain the efforts of simplification, harmonization and transparency that were invoked to justify its implementation.
