The three species of wolffish that inhabit the eastern Canadian Coast are considered as being at risk. Two species are listed as threatened (Anarhichas denticulatus, Anarhichas minor) whereas the third species (Anarhichas lupus) is listed as being of special concern. Since 2000 and 2001 when the status of those species was first assessed, the Department of Fisheries and Oceans has taken steps to facilitate their recovery. From a research and monitoring perspective, concrete actions included collecting more data and better data on which to base conservation measures in the future, as well as supporting research on life history, distribution and habitat associations of all three species. The present report reviews recent projects and publications on wolffish based on material collected in the Estuary and Gulf of St. Lawrence and addressing the following topics: fish species assemblages to which wolffish are associated, use of shelters by juvenile spotted wolffish, diving and towed camera surveys, metabolism, growth and reproductive biology, including new tools for fish identification and critical reviews of fish identifications on research surveys. Catch and effort data were aggregated using a grid made up of 100 km2 square cells. The probability of catching wolffish of a given species in a set and within a cell (relative occurrence) was calculated as the ratio of the number of sets in which a species was recorded and the total number of sets made. This method allows the mapping of catch and effort for numerous time series based on data from different programs in both the whole study area (research surveys and Sentinel Fisheries using bottom trawls and a random stratified design) or in specific areas within the Gulf. The method also allows an estimate of surface areas occupied by each species and lends itself to matching area of occupancy and characteristics of the habitat. The data suggest no temporal trend in abundance. Wolffish represent a small biomass compared to other demersal species, with northern wolffish being very rare. The west coast of Newfoundland appears to be a hot spot for the distribution of spotted and striped wolffish in the Gulf.

In compliance with the Precautionary Approach, limit reference points (LRP) and upper reference points (URP) have been established for the two herring (Clupea harengus harengus) spawning stocks of the west coast of Newfoundland (NAFO Division 4R). The application of a harvest strategy framework for a fishery also requires calculating limit exploitation rates. The objective of this study was to calculate the exploitation rates of the two herring spawning stocks off the west coast of Newfoundland from the results of the most recent analytical assessments. For the spring spawning stock, Fmed (0.03) and F0.1 (0.16) were proposed as limit exploitation rates, and Fhigh (0.19) and F0.1 (0.22) for the fall spawning stock. The harvest strategy frameworks established for these two stocks are characterized by a narrow cautious zone. To increase the biomass range of this zone, it was suggested that the upper reference points should be higher than their current values. Thus, corrective management measures could be applied more rapidly in order to reduce the risks that these stocks end up in the critical zone of their harvest strategy frameworks. The two harvest strategy frameworks defined in this study could be updated following the return of the acoustic survey and analytical assessments

Scientists from Fisheries and Oceans Canada (DFO) and from the Ministère des Ressources naturelles et de la Faune du Québec (MRNF) and the Ministère du Développement durable, de lEnvironnement et des Parcs (MDDEP) met on March 17th and 18th, 2009 to review the available information on the copper redhorse habitat. The meetings objective was to assess the copper redhorse habitat use and to determine the quality of this habitat. A second workshop will take place in the winter of 2010 to complete the work. The scientific information presented during the meetings will help in drafting the science advice for identifying this species' critical habitat henceforth listed as an endangered species in the Species at Risk Act (SARA). A summary of the different federal laws and guidelines that regulate the identification and protection of the copper redhorse critical habitat was first presented to the participants. The MRNF then presented more technical presentations on the principal characteristics of the copper redhorse: distribution, abundance, status and biology. Information updates were provided concerning the copper redhorse habitat used at various stages of development and thus certain characteristics or important sites were identified in order to protect the habitat. The two known spawning grounds (Chambly Rapids Archipelago and the area downstream from the St. Ours dam) on the Richelieu River should be protected as well as the feeding and rearing areas located in the river corridor between Montreal and Sorel. The importance of maintaining a free passage between the St. Lawrence and the spawning sites in the Richelieu River was also mentioned. The grass beds along the shore in shallow water areas, in particular the left shore of the Richelieu River and around the Jeannotte and Aux Cerfs Islands in the Richelieu River, were identified as key copper redhorse nursery areas (rearing, feeding, shelter). On the other hand, it was mentioned that knowledge on immature copper redhorse was very fragmentary, limited to historical captures throughout the species distribution range. Modelling results from the adult copper redhorse occurrence site characteristics provided a first look at the species potential habitat. Additional analyses will be conducted over the next few months and will be presented at a future workshop. Finally, it was noted that the copper redhorse occurs in waterways located among the most densely populated areas in Quebec and that the deterioration and fragmentation of its habitat represented the primary threats to its recovery.

This document contains the proceedings of the meeting on fisheries in the Saguenay River in the process of regional stock assessment of the Quebec region following the 2008 and 2009 fishing seasons. This review took place October 7, 2009 at the Maurice Lamontagne Institute, in Mont-Joli. Because of methodological problems raised by the Assembly during the presentation of results, the meeting was adjourned to review certain analyses. Unfortunately, because of the unavailability of the person in charge of analysis and short notice for consultation and produce the fishing plan, the meeting could not be completed in the time available. Examination of the data presented so far indicated that the stock situation does not seem to have evolved significantly since the last assessment. Therefore, fisheries management has decided, after consultation, to extend existing management measures for the next season and conduct the entire assessment over in the fall of 2010.

A 5-day day meeting was held in November 2008, in Halifax, Nova Scotia, during which some 24 presentations were given on the potential impacts of seals on fish stocks in Eastern Canada. These presentations, for the most part, were of new analyses and model results of research identified at the first Workshop that participants felt could be done with existing data. The meeting was attended by 33 invited ecologists and modelers from Canada, Norway, and France, and members of the fishing industry in eastern Canada and northeastern United States of America. Representatives of the fishing industry stated that grey seals pose a direct threat to depleted cod stocks and indirectly affect the Industry through the transmission of the sealworm parasite to commercial species across an expanding geographic range. Fishers also suspect that spawning success of cod is being negatively affected as grey seals find it profitable to prey on spawning aggregations on shallow banks. A recent study on cod from the southern Gulf of St. Lawrence (sGSL) found that contrary to expectation, there was a weak but statistically significant positive relationship between parasite abundance and condition, likely reflecting an effect of variation in foraging success on both condition and parasite abundance: cod with higher foraging success achieve better condition, but also ingest more parasites. This would suggest that any negative effect of these parasites on cod condition appears to be slight compared to the effect of variation in foraging rate or success. Analyses of infection parameters from 2007 provided no evidence of nematode-induced cod mortality. Monte Carlo simulations were used to estimate the probability that different diet compositions of seals could explain natural mortality (M) for southern Gulf of St. Lawrence cod, white hake, and winter skate. Results suggested that: 1) to explain elevated M, seals must consume cod and white hake that are larger than indicated by the available stomach contents data; 2) whole fish consumption by seals is likely to explain less than 40% of M in white hake and cod, but can easily explain elevated M in winter skate, and 3) if seals consume some groundfish by belly-feeding, the probability that seal predation explains a substantial component of M becomes much more likely. Several studies underscored the importance of the proportion of cod in the diet and the size frequency distribution of cod eaten on estimates of seal predation mortality. Restricted sample collection (in both time and space) and the method used to estimate the diet can affect both the estimated proportion and size of cod eaten by seals. Preliminary results where presented from bioenergetic allometric and statistical catch-at-age models to evaluate the effects of seal predation, food competition, and environmental variability on the dynamics of several cod stocks. These and previous multi-species models underscore the importance of considering seal predation in a broader ecosystem context as the effects of predation may often be conditional on the presence of competitors and quality of the environment for cod. Most cod stocks in the northwest Atlantic collapsed in the late 1980s and early 1990s, and 15 years later have shown little or no sign of recovery. Reasons for the lack of recovery vary between stocks. However, an important factor in the lack of recovery for many stocks is elevated natural mortality of adult cod. Natural mortality (M) of adult cod is very high in stocks south of the Laurentian Channel: the southern Gulf of St. Lawrence (Northwest Atlantic. Fisheries Organization (NAFO) Division 4T), eastern Scotian Shelf (4VsW), and western Scotian Shelf/Bay of Fundy (4X) stocks. M is estimated to be slightly elevated in some stocks north of the Channel, but levels of M in these stocks appear to be much lower than in the stocks south of the Channel. Until recently, the offshore component of northern cod was an exception, with very high M; however, M in the offshore appears to have declined to normal levels in recent years. Northern cod in the inshore of 3K were also an exception, with a high estimate of M for the early 2000s. There are a number of hypotheses regarding the factors that could be limiting cod recovery by contributing to high M including: unreported catch (i.e., the mortality is due to fishing, not natural mortality), disease, contaminants, availability and quality of food, life-history changes, impacts of seal predation, predation by other species, parasites, and other impacts. For most of the cod stocks that have not recovered, natural mortality remains above the normal value of 0.2. However, natural mortality is especially high in all stocks south of the Laurentian Channel. Industry has a strong view that seals are having a significant impact on cod recovery, but there is considerable uncertainty in the factors affecting cod dynamics and in the magnitude of stockspecific seal predation mortality on cod. A population modeling study of the northern Gulf stock (nGSL; 3Pn4RS cod) suggests that predation by harp seals on juvenile cod may limit stock rebuilding under certain environmental conditions. Earlier ecosystem models suggested that harp seals were limiting the recovery of northern cod; however, a recent modeling study using a different approach suggests that effects of prey (capelin) availability are more important than effects of harp seal predation. Based on weight of evidence, seals could be limiting recovery in 4T cod, i.e., spatial and temporal correlations between grey seal abundance and estimated cod M support the hypothesis that grey seal predation is an important cause of the elevated M, whereas other hypotheses for the elevated M of 4T cod are not supported by the correlations between M and the hypothesized forcing factor. Grey seals may also play an important role in the recovery of 4VsW cod. The impact of grey seal predation in 4X cod is not known as there are no seal diet estimates specific to this stock, but if the diets are similar to those estimated in neighbouring 4VsW then the impact of grey seals would be negligible. However, two key uncertainties that can be applied to all areas are the true proportion of cod in the diet of seals and the age distribution of cod eaten by seals. Together these aspects of diet have a large effect on the putative impact of seal predation on the dynamics of cod. Furthermore, despite their importance, estimating the diet of seals is extremely difficult, given the challenges in obtaining representative samples from large, mobile and widely distributed seal populations.

A National workshop on modeling tools in support of ecosystem approaches to management was held in Victoria, BC, in October 22-25, 2007. Its main objectives were to discuss and evaluate different ecosystem modeling approaches and to explore their suitability in the Canadian and DFO context. Scientists from all regions, fisheries managers and international experts participated in the workshop. The workshop included an overview of the current use of ecosystem models in DFO, a series of presentations by ecosystem modelling experts of methods in use globally and in-depth discussions during breakout groups and plenary sessions. This report summarises the presentations and discussions, evaluates the questions that can be addressed by different ecosystem modelling approaches, highlights the essential role of ecosystem modeling for developing strategic advice and provides conclusions and recommendations to further develop ecosystem modelling and ecosystem approaches to management in DFO. It concludes with a summary of recommended actions, including suggestions of where efforts could be directed to provide strategic advice over the next one to two years.

This document contains the proceedings of the stocks assessment meetings made within the framework of the regional stock assessment process of the Quebec region following the 2007 fishing season. This advisory process was carried out from February 4 to 6 for the snow crab stocks and February 12, 2008 for the Northern shrimp stocks at the Maurice-Lamontagne Institute, Mont-Joli. During these meetings, the stock status of these two species commercially exploited in the Estuary and the Gulf of St. Lawrence, and some of the environmental parameters prevailing at the time of the 2007 fishing season were reviewed. These proceedings document the major points presented and discussed during the meetings and also present the principal recommendations and conclusions that were made at the time of the review.

A five-day day meeting was held in November, 2007 in Halifax, Nova Scotia, during which some 31 presentations were given on topics related to the potential impacts of seals on fish stocks in eastern Canada and elsewhere. Seals are hypothesized to have 5 kinds of negative effects on prey populations: 1) predation, 2) competition, 3) transmission of parasites causing increased mortality of fishes, 4) disruption of spawning causing reduced reproductive success, and 5) other indirect effects on fish behaviour caused by risk of seal predation. The meeting was attended by 30 invited participants from Canada, Norway, United States of America, and Scotland. A small number of observers from the fishing industry, graduate students from Dalhousie University, and interested scientists from the Bedford Institute of Oceanography also attended parts of the meeting. The principle objective of this workshop, the first of 2, was to review what is known, identify gaps in our understanding, and determine what new analyses could be completed over the next 12 month period to better understand the impacts of seals on fish stocks in eastern Canada. The work plan, both for the short-term, and the longer-term, were identified and are reported under Research Needs section of this report. The second and final workshop is tentatively planned for November 2008.

The Manicouagan Marine Protected Area is about to be created under the Oceans Act. Following the designation of the MPA, monitoring must be undertaken to determine whether the areas conservation objectives are being met. The Manicouagan MPA objectives aim to maintain biological productivity and diversity and to ensure sustainable exploitation of the resources. The development of a monitoring plan was initiated by drafting an ecological monitoring framework, presenting the ecological information on the area and identifying the existing and potential monitoring programs, as well as the information that needs to be obtained. In order to complete and improve the monitoring framework, three workshops that focussed on 1) exploited resources, 2) productivity and oceanography, and 3) biological diversity in the region including and immediately surrounding the MPA were held at the Maurice Lamontagne Institute in the winter of 2006-07. Most of the participants are affiliated with the DFO Regional Science Branch. Workshop 1: Using the available information on the principal exploited biological resources in the MPA, the specialists proposed to monitor the whelk and softshell clam populations. Several indicators were recommended for these species. The current monitoring of snow crab should suffice to monitor its population status in the MPA. Workshop 2: Knowledge on the biological oceanography for the entire St. Lawrence Estuary, as presented by the experts, was used to express hypotheses about the water dynamics in the MPA. Freshwater flows from rivers, wind and cold water upwellings were identified as determining processes in the area. The vast foreshore, the underwater bay and the coastal slope are likely to be significant productivity sectors. It was assessed that phytoplankton (especially toxic algae), filter-feeding shellfish near the estuaries, eelgrass beds, salt marshes and juvenile fish noticeably contribute to the regions productivity. Experts recommend to monitor the organisms that are produced in the area, particularly sedentary organisms, constantly subjected to the MPA conditions. The environmental pressures affecting key components were considered and a need to know and monitor sediment contamination levels was identified. Workshop 3: Available information on the biological diversity in the MPA was presented. Eelgrass beds, salt marshes and mollusc-dominated communities seem important for the diversity of the coastal area. The groundfish diversity appears to be high in the MPA. For the entire MPA, several epibenthos assemblages were mapped. Data from deeper waters are limited, but experts estimate that endobenthos and suprabenthos are important groups. Snow crab, occurring almost throughout the MPA, can act as a structuring predator in benthic communities. The sectors geology and bank erosion were the topic of a presentation, as well as the possible use of biomarkers and genetics in monitoring. Overall, an ecosystemic monitoring focusing on the systems key components is accepted by the peers, but the distribution and intensity of the environmental pressures must also be taken into account in the overall approach. For future indicator species, species with direct development and of low mobility should be preferred.

This document reviews research activities carried out in Quebec by the Department of Fisheries and Oceans under its acid precipitation study program. Physicochemical surveys of lakes have made it possible to identify the areas in the Precambrian Shield that are the most sensitive to acidification and those that are subject to the highest levels of acid deposition. In this report, we briefly review the results of a study on the response to acid precipitation of a subwatershed of the Des Escoumins River. We also provide an overview of surveys of invertebrate and fish communities as well as the results of experiments conducted in the field (flesh metal concentrations, incubation of salmon eggs and fry) and the laboratory (lethal and avoidance dosages of aluminium). Finally, we present an outlook for the next five-year research program.
